Locally Led Approaches to Climate Mobility and Displacement
An introductory guide to climate mobility planning for local governments. Developed for ICLEI USA and informed by its inaugural 2025 Climate Mobility Municipal Cohort, the guide helps communities understand how changing climate risks and population patterns may affect local planning and decision-making. It offers practical principles, community examples, and a flexible Climate Mobility Action Menu that local governments can use to identify achievable next steps based on their needs, priorities, and capacity.
